Bulawayo councillors tasked with coming up with a solution to fix Bulawayo's roads
In the March 2013 City of Bulawayo Full Council Chamber Meeting, which was held recently, the City Mayor, Cllr TP Moyo, challenged the City Fathers to rather come up with solutions so as to enhance the Local Authority’s (LA) bid to restore the “City of Kings” to its previous glory as one of the cleanest and most liveable urban centres in Africa.
The Chamber unanimously agreed on this resolution when Cllr MK Moyo (Ward 3, Mahatshula) proposed a permanent solution for the thorny issue of the second city’sdilapidated and outdated road network.
He suggested that the council reserves a minimum of US$120 000 from its monthly revenue for the resuscitation of roads.
In response to his recommendation, the Council Committee that handles the issue of roads, the Environmental Management and Engineering Services Committee, was tasked to deliberate on the subject and present the Chamber with a tangible and well-researched solution.
The LA needs over US$14 million annually to maintain, repair and rehabilitate the city’s roads but Government only avails a meagre US1.4 million through the Zimbabwe National Roads Authority (ZINARA), added to which are limited funds from Council’s own revenue collection.

ZDDT attends these monthly meetings and uses them as a benchmark to gauge the impact of its interventions in enhancing the performance of the LA through its Local Authority Capacity Building Programme (LACBP).
Under the auspices of the LACBP, the Trust periodically conducts training workshops. The topics are suggested by the Councillors and the LA and include Leadership and Life Skills, Policy Formulation, Revenue Collection and Meeting Management.
