Cllr. Ngwalo Nyathi of Ward 23 drew unanimous applause from assembled Councillors and City Officials when he offered the accolade during a debate on littering and illegal refuse dumping. The Trust encourages environmental clean-up campaigns and other community restorative interventions in which it assists with implementation. Essential to these is the pre-activity training it offers to participants.

Much of the debating hinged upon issues of service delivery, anti-social tendencies such as littering and prevention of corrupt practices in issuing of tenders. Changing vending by-laws was also suggested, but the Chamber agreed that the rule of law should not be compromised in the process.

An analysis of the proceedings indicates that City Fathers are determined to provide enhanced service delivery, through effective leadership, based on democratic processes and the rule of law. Added to this is the desire to empower local communities; the ultimate goal being increased revenue collection and, with it, improved service delivery and a better quality of life for residents.
